is composed of four pillars: testing, education, sanctions and stakeholder participation.

TESTS ANTI-DOPING
The UCI carried out blood tests and urine in competition and outside competition. These tests have three distinct goals:

direct detection (test can reveal the use of a prohibited substance or method);
orientation (the tests can be used to decide which riders should be given special attention);
the development of individual profiles (the basis of the biological passport).
In 2009, 15,700 held UCI anti-doping tests (43 per day) throughout the world!

The biological passport: A REVOLUTION IN THE FIGHT AGAINST DOPING
Developed in close collaboration with the World Anti-Doping Agency (WADA), the individual biological passport of a pilot is an electronic document includes:
the results of urine tests and blood ,
the hematological profile of the cyclist,
steroid profile of the cyclist.

The most important innovation is the biological passport which combines blood tests and urine tests to establish the limits of individual riders (individual blood profiles and steroids). Individual limits allow for greater accuracy (compared with the limits for the population) in determining whether a broker has resorted to illegal methods.

haematological and steroid profiles were established after several blood and urine tests. The hematological profile can show the manipulation of the blood (for example the use of EPO). The steroid profile may indicate the use of steroids (like testosterone), through urine testing.

The biological passport requires the strict application of a protocol, developed in collaboration with the World Anti- Doping. The main points of this protocol are described below:

" Athletes whereabouts: in order to allow the UCI to perform checks at any time, pilots must provide details of their movements through the system ADAMS (Anti -Doping Administration and Management System), managed by the WADA.
sampling: the blood and urine samples were taken from the pilots in and out of competition. All samples are taken by the UCI officials approved .
Sample analysis: this is carried out by a laboratory accredited by WADA, the UCI and the Quality Control Centre Switzerland (CSCQ).
Interpretation of results: The world's leading experts discuss abnormal blood profiles. ICU advise on whether to open disciplinary proceedings for breach of anti-doping regulations.
Sanctions: the UCI may decide to initiate disciplinary proceedings on the basis of expert recommendations. Procedure may lead to the penalties provided by the World Anti-Doping Organization.
All riders in the UCI ProTeam, UCI Professional Continental status is associated with "wild card" and other teams that wish to request this state have a biological passport.

Members of their Anti-Doping UCI teams regularly visit subject to the biological passport program. The UCI also organizes seminars for team doctors.

FINANCING OF THE FIGHT AGAINST DOPING
the UCI anti-doping activities are funded by cycling Anti Doping Foundation (Cadfan). The budget is more
